The wage hike would increase the financial implication for the Centre by Rs 17,798 crore annually and the arrears with effect from January 2006 would cost Rs 29,373 crore, Information and Broadcasting Minister P R Dasmunsi told reporters after the Cabinet meeting.</p><p> The government increased the minimum entry level salary of a government employee to Rs 7,000 against Rs 6,660 recommended by the Commission headed by Justice B N Srikrishna who submitted the report in March this year. Consequently, it would push up the total emoluments of an employee at the lowest level beyond Rs 10,000 per month including allowances.</p><p> It also increased the rate of annual increment from 2.5 per cent to 3 per cent. In the defence sector, it approved at least three assured promotions for all defence forces personnel and civilian employees under the modified Assured Career Progression scheme.</p><p> While civilians would get this after 10, 20 and 30 years of service, defence forces jawans would be promoted under ACP after 8, 16 and 24 years. The hiked salary would be given to the employees beginning September this year and the arrears from January 2006 would be given in cash in two installments -- 40 per cent this fiscal and 60 per cent in 2009-10.</p><div class="blogger-post-footer"><!-- Begin BidVertiser code -->

It was good to cut down supplier numbers, since this reduced the management effort on the part of the buyer to constantly look for new suppliers and maintain current relationships. Terms such as 'key', 'preferred' or 'strategic' supplier came into vogue. <BR id=v.ad14>As an example, witness the dramatic supply base reduction undertaken by most large retailers in the UK. Some organisations even looked to supermarkets to understand and apply their supply base management principles, where product categories were dominated by, or completely split up between, less than four suppliers. In a few cases, it reached such extremes that one supplier virtually controlled a retailer's entire product lines. <BR id=v.ad17>Some organisations even quantified the cost of moving into new supply countries in an attempt to understand whether it was worthwhile and how best to shape their sourcing strategy. <BR id=v.ad18>At the end of the 90s and into 2000, however, there seem to be rumblings among retailers about the need for some more diversity in their supply bases. It amazes me that just a decade ago, India did not have a single mall. Today, we have 100 full-fledged malls and 300 malls, multiplexes and shopping centers are under construction. At the pace set this year, we stand to have close to 50 million square feet of high-grade retail space by the end of 2007. Large corporate groups like ITC, Reliance, Tata, Raheja and others are infusing staggering amounts of capital into the organized retail sector.</SPAN></P> <P id=vizm25><SPAN id=vizm26 style=" COLOR: #333333; FONT-FAMILY: Verdana"><font size="2">Furthermore, we are now firmly in the international investment spotlight. The real estate sector has attracted FDI worth $3bn in the first half of ’06. This is the highest ever FDI inflow into the Indian real estate sector. Total FDI inflow into the country in FY06 was $7.5bn. Retail is among the Indian real estate sector’s primary drivers and the implications for the future are evident. The international retailer community has taken notice of the fact that the country’s consumer culture, business practices and industry dynamics are forces quite unto themselves. And why not? The segment of India’s more affluent shoppers is 6 million strong. We are talking of a segment that spends approximately $28.36 billion annually. India rates as the fifth most attractive emerging retail market in the world and represents a virtual goldmine. That is certainly strong incentive to adapt to India’s highly individualistic consumer mentality.</SPAN></P> <P id=vizm44><SPAN id=vizm45 style=" COLOR: #333333; FONT-FAMILY: Verdana"><font size="2">The fragmented nature of Indian retail had earned it the unflattering label of ‘a nation of shopkeepers’. However, we are seeing a paradigm shift in consumer preferences now – the accent is on an organized retailing experience of global standards. The sector is witnessing a huge revamping exercise. Traditional markets are making way for new formats such as departmental stores, hypermarkets, supermarkets and specialty stores. We are all intimately familiar with the Western-style malls appearing in metros and second-rung cities. The fact that Indian retail is gaining a global perspective is one to be proud of. However, many players seem content with plodding the beaten path. In our mall formats and retail-related business philosophies, we often prefer to take the path of least resistance – aping the West.</SPAN></P> <P id=vizm47><SPAN id=vizm48 style=" COLOR: #333333; FONT-FAMILY: Verdana"><font size="2">The concepts of customer generation and business practice certainly do have some cross-cultural commonalities. However, there has never been a better time than now to plumb the unique Indian psyche and to see what makes it tick. If we wish to emulate the West’s momentous successes in retail and related fields, we must also shake off certain old prejudices and misconceptions. The Western mind is, in many respects, far more liberated than the Eastern mind. We must not discount the possibility that this liberation and the progress we see in Western retail are closely interlinked.<BR id=vizm49>To some extent, we are growing up. After all, the country is now exploring hitherto unexplored domains such as niche malls. There are bound to be teething problems in this, as Indian consumers have yet to develop a mindset willing to explore beyond the novelty of Western-style all-under-one-roof malls. However, it will happen. A significant feature is that retail investors will be able to participate in larger projects, but the yield depends on the capability of the fund managers to opt for mixed development. Investment yield can be by way of capital appreciation or rental yield. At the same time, there is always the risk of occupancy while investing in sizeable commercial projects and the duration while investing in properties yielding rental income. “REMFs offer all the necessary essential ingredients for a retail investor like low volatility, impressive dividends, convenient liquidity and professional management”, says Ramesh Nair, Managing Director, Chennai Jones Lang LaSalle Meghraj. “However, they should be treated as long-term investments, and retail investors need to know the company they are dealing with”, he adds. Investors should make sure the underlying properties and management are solid, and check whether the area in which the REMF is investing is over-built. This in turn could affect occupancy, and ultimately the return on investment. Though detailed guidelines are still awaited, it is said that 35 percent of the funds need to be invested directly in real estate assets. The remaining 65 percent can be invested in any mortgage-backed securities or in companies engaged in the business of real estate development. They can opt for greenfield projects. At the same time, there are restrictions like prohibitions in investing in agricultural property or in land embroiled in litigation. There are certain other restrictions as well. For instance, the entire money cannot be invested in one particular project or in one city. But these are finer details that the authorities are yet to clarify. For example, if a company floats a mutual fund entity, it cannot invest the entire funds in its own projects. And mutual funds cannot transfer real estate assets among the schemes. “For individual investors to succeed in the changing market scenario, a proper structure needs to be drawn up by the government”, feels Shrinivasa Rao, Vice-President, Asia Pacific, Equis India, Bangalore. Today, the yield on a real estate investment varies from 10 to 12 percent for commercial property, for the retail sector it will be more, but for the residential sector, it is comparatively less, he adds. The decision of the market regulator SEBI to allow real estate funds will soon bring the rewards of exponential growth in the real estate market within the reach of individual investors. Aniruddha Joshi, executive director, Hirco Group, concurs, “The real estate sector is diversifying beyond the basic bricks and mortar. Demand for real estate in growing segments like retail, hospitality, healthcare, biotech, ITES, etc, is driving the sector. Similarly, SEZs (Special Economic Zones), townships, and IT parks have generated demand for skills beyond just the traditional fields of architecture, and civil and electrical engineering, to specialised knowledge on infrastructure and urban planning. People with specialisations in environmental aspects are also sought after as developers and consumers become increasingly aware of ‘green’ issues.” SCOPE AND POTENTIAL Hari Nagashwaran, executive vice chairman, Hallmark Infrastructure Pvt Ltd, reveals, “Every Tier-I city is attracting huge investments for gated communities, IT parks and huge malls, which are replacing conventional shopping areas. In southern India alone, construction projects to the tune of five billion dollars are in different stages of planning.” Oscar Concessao, a renowned architect, based in Chennai, offers, “The global real estate consulting group Knight Frank has ranked India fifth on the list of 30 emerging retail markets and has predicted an impressive 20% growth rate for the organised retail segment by 2010.” </p><p>CAREER OPTIONS With the real estate sector getting organised, there is a demand for people from varied fields. The need for youth with basic administration skills and knowledge of HR, finance, marketing and sales is tremendous, since foreign investors are now targeting India. This negates the myth that careers in real estate revolve around opportunities for engineers and architects. “A career in the real estate sector can be pursued after the basic architectural or town planning degree. The choice depends on one’s interests, talents and opportunities,”says Professor A G Krishna Menon, conservation consultant, and head, Department of Architecture and Planning, GGSIPU, Delhi. </p><p>The following are career options in the real estate sector. Their validity as professions are not related to the state of the property market: </p><p>Residential real estate broker: A broker dealing in residential properties may represent either the buyer or the seller. </p><p>Commercial real estate broker: Such a broker sells hotels, office space and similar commercial real estate properties. He/ she may concentrate solely on retail office space, mall space, industrial space or hospitality space. He is involved in extensive market analysis, since commercial real estate is a preferred investment sector. </p><p>Real estate appraiser: Such people determine the fair market value of a home for sale. They assess the value of properties on behalf of an appraisal firm, a bank or even major private investors. They are involved in refinancing, as well. Property manager: Such a person is usually part of a professional property management firm and looks after the investment of property owners. He handles customers and manages lease and rent deals. Good negotiation and people skills are de rigueur in this line. </p><p>Real estate consultant: Such a person has extensive inside knowledge of the real estate market and advises property investors on the best investment options. His main focus is to locate properties that will appreciate in value. </p><p>Construction and development: Such people are at the very nexus of the property market, and help create saleable properties either as independent operators or as part of existing development companies. </p><p>Real estate investor: Such an entrepreneur invests in property himself. No qualification other than a considerable financial base and intricate knowledge of the market is required. </p><p>Mortgages: This is for banking/ sales-oriented aspirants. Opportunities are huge, on par with global standards. </p><p>Urban planners: Urban and regional planners develop longand short-term plans for the use of land and the growth and revitalisation of urban, suburban, and rural communities and the region in which they are located. </p><p>Marketing managers: There are many new opportunities here for candidates from the banking/ FMCG/ retail sector. </p><p>Supply-chain distributors: This is a very specialised field, which along with logistics, could attract talent from the IT sector. </p><p>Architects and interior designers: “Architecture is a highly competitive and multidisciplinary profession, which involves a variety of tasks. This is a field, which covers myriad disciplines, including spatial design, aesthetics, safety management, money management and material management. “There is great demand for architects in the country.There are 140 schools of architecture here, producing around 4000 architects a year, but this is not enough to meet the increasing demand for architects in the country,”says Prof Menon. The scope for interior designers in the country is also great. “Though India doesn’t boast of premier interior designing schools, there are quite a few. Moreover, several designers have simply learnt on the job. Being an architect requires a specialised educational background. An architect can also double up as an interior designer with a little creativity and a sense of aesthetics,”affirms Vikram Phadke, a Chennai-based interior designer. Concessao asserts, “Students with an academic background in physics and maths at the 10+2 level are better suited to study architecture at the graduate level. Ideally one can pursue an undergraduate degree in India to study Indian architecture, the climate, vernacular architecture, local building materials and construction techniques and then pursue a postgraduate degree in the US, UK, Europe or Australia.” </p><p>SKILLS AND QUALIFICATIONS Creativity and hard work are essential for any field, and the real estate sector is no different. <strong>Anurag Mathur, joint managing director, Cushman and Wakefield,</strong> a global real estate solutions firm, says, “The segment has various levels of skill requirements — some that are imparted by universities and some that are learnt on-the-job. For example, architects, engineers and urban planners would need to be technically qualified. Similarly, funds prefer employees with a finance background, and marketing requires some experience and/ or a degree. In certain cases like brokerage,we do not have educational programmes that train students and the learning is more experience driven.” “Staying up to date with government regulations, the industry scenario, investment trends, price movements and demand-supply scenario is essential,” avers V Nagarajan, a property consultant and industry watcher. Remuneration matches standards in any other industry. “Fresh graduates can expect to start from Rs 15,000 to Rs 20,000 per month. However, conditions vary for different organisations and locations,” says Prof Menon.
